INTRODUCTION

 The Opelika Housing Authority (OHA) is accepting proposals from qualified, licensed, and insured entities to provide architectural services for modernization, rehabilitation, and new development activities.

OHA reserves the right to reject any or all proposals or to waive any informalities.  Proposals should be delivered to the Opelika Housing Authority, Central Office, at 1706 Toomer Street, Opelika, AL 36803 no later than 5:00 PM Central Standard Time Friday, December 17, 2021 with the words "Architect RFQ" and the Proposal responder's name on the front.

GENERAL SPECIFICATIONS

OHA intends to award a contract to a firm to provide architectural design services (A/E) for various efforts, which may include new construction of multi- or single-family developments, rehabilitation of multi- or single-family developments, and modernization of existing multifamily development.

Services will include, but are not limited to typical A/E services pertaining to:

  • Site planning;
  • Structural, mechanical, electrical and civil engineering;
  • Landscaping;
  • Cost estimating
  • Construction contract administration; and
  • Construction oversight.

Phases of the A/E Services Shall Consist of:

  • Schematic Design/Preliminary Study Phase;
  • Design Development Phase;
  • Bidding, Construction and Contract Document Phase;
  • Bidding and Award Phase;
  • Construction Phase; and
  • Post Completion/Warranty Phase.

Design Product:

The design product shall meet US Department of Housing and Urban Development requirements as well as all City or County Building Code requirements and shall conform with all applicable local codes, ordinances, regulations and standards, including HUD's Section 504 program; UFAS, ADA and ANSI requirements. The design shall also include coordination for the abatement of asbestos-containing building materials as well as demolition of existing structures.

Method of Award (Task Order):

OHA will retain the right to contract with any of the responsive and responsible proposers as a result of this RFQ (this is sometimes called "forming a pool" of contractors that the OHA may draw from.)

PROPOSAL FORMAT

All documents and forms must be filled out completely to be accepted as a qualified proposal.

 Proposals should be submitted in the following order with tabs for each section:

 Tab 1 - Interest Letter from Firm

Tab 2 - Profile of Firm Form. This 2-page Firm Information Form must be fully completed and submitted under this tab as a part of the proposal submittal.

Tab 3 - Proposed Services: The proposer shall, at a minimum, clearly detail within the information submitted under this tab documentation showing:

(i)Evidence of the proposers CAPABILITY to provide professional services in a timely manner.

(ii) Evidence of the proposers PAST PERFORMANCE in terms of cost control, quality of work, and compliance with performance schedules

(iii) The proposers' DEMONSTRATED KNOWLEDGE of local building codes and Federal building alterations requirements.

(iv)  Architect-Engineer Qualifications/Standard Form 330 (6/2004). This Form must be fully completed, executed and submitted under this tab as a part of the proposal submittal.

(v) Evidence that the proposer is licensed in the state that the proposer is located; and, if

appropriate, evidence of the proposers' required reciprocal agreement

(vi) The proposed quality control program that firm will utilize during project design and construction;

(vii) A complete description of the products and services the firms provides.

Tab 4 - Managerial Capacity: The proposer entity must submit under this tab a concise description of its managerial capacity to deliver the proposed

services, including brief professional resumes for the persons identified within areas (5) and (6) of Profile of Firm Form. Such information shall include the proposer's qualifications to provide the services and a description of the background and current organization of the firm.

Tab 5 - References: The proposer shall submit a listing of former or current clients, including the Public Housing Authorities, for whom the proposer has performed similar or like services to those being proposed herein. The listing shall, at a minimum, include:

Client's name; Client's contact name; Client's telephone number and email address.

A brief description and scope of the service(s) and the dates the services were provided.

Tab 7 - Subcontractor/Joint Venture Information (Optional Item): The proposer shall identify hereunder whether or not he/she intends to use any subcontractors for this job, if awarded, and/or if the proposal is a joint venture with another firm. Please remember that all information required from the proposer under the proceeding tabs must also be included for any major subcontractors (10% or more) or from any joint venture.

Fees: No fees shall be discussed or proposed, either verbally or in writing, during the RFQ competitive solicitation process. OHA will negotiate such fees with the final top-rated proposers. Furthermore, OHA does not guarantee any minimum or maximum amount of work as a result of any award ensuing from this RFQ, but will reserve the right to award work on a task order, as-needed basis.

PROPOSAL EVALUATION

The following factors will be utilized by the evaluation committee to evaluate each proposal submittal received. Points for each listed factor will be awarded based upon the documentation that the proposer submits within his/her proposal submittal as detailed below:

  • Proposer's ability to perform the work as indicated by profiles of the principals and staffs, professional and technical competence/experience, and their facilities

POINTS: 0 to 20

  • Capability to provide professional services in a timely manner

POINTS: 0 to 15

  • Past performance in terms of cost control, quality of work and compliance with performance schedules

POINTS: 0 to 15

  • Demonstrated knowledge of local building codes and Federal building alterations

POINTS: 0 to 20

  • Overall quality and professional appearance of the proposal submitted, based upon the opinion of the evaluators

POINTS: 0 to 10

  • Experience working with housing funded by Low-Income Housing Tax Credits, Public Housing or other programs from the US Department of Housing & Urban Development

POINTS: 0 to 20
