Opelika Housing Development, Inc. is currently seeking highly motivated, experienced, and trustworthy candidates to fill the Vacant Full-time position of Director of Housing Operations for the Authority's (PBRA) Affordable Housing Programs.



Oversee the Housing Choice Voucher and Multi-Family Housing Programothe Authority.  Establish departmental priorities and goals and provide direction and leadership to accomplish goals. Coordinate the development of departmental budget, and the preparation and maintenance of records and reports. Promote full utilization of vouchers and facilitate landlord/tenant relations. Supervise a group of property managers who are responsible for

the day to day management, security, and maintenance of assigned properties, including collection of rent, property inspection, annual re-certification, and maintenance of associated records. Maintain files and records.  Review files and records to assure that standards are met. Assist in the formulation of plans and programs, evaluation of existing

programs, and establishment of organizational goals.

Duties will include, but not be limited to:

I.  Oversee Housing Choice Voucher Program
  • Promote high level of occupancy by establishing efficient procedures, reviewing records and data regarding percentage of vouchers utilized and applicant processing
  • Review information regarding rent subsidies and approve disbursement
  • Confer with staff in order to assess the status of assigned areas of responsibility,resolve problems,and establish procedures to promote a more efficient operation
  • Conduct orientations or briefing sessions in order to familiarize clients, prospective clients, and landlords with programs
  • Establish departmental priorities and provide direction and leadership in order to assure that priorities are addressed properly
  • Monitor and review portable participants’ files and funding
II.   Oversee Multifamily Property Management
  • Promote a high level of performance as established by Management Assessment Program by establishing efficient procedures for occupancy, rent collection, inspections, and resident satisfaction
  • Review information regarding rent and other collections received to assure that Property Management goals are met
  • Monitor budgets through management of occupancy rates, unit turnover, revenue collections and expenditures, including purchases
  • Develop and track Management Operations performance indicators for property managers
  • Confer with supervisor regarding problems, potential problems, and to advise of the status of projects anassignments
  • Prepare budgets, budget revisions,and periodic budget reports as needed for areas of responsibility
  • Knowledge of HUD, Authority, and other state and local policies, procedures, and regulations related to the operation of a public housing authority
  • Knowledge of the Housing Choice Voucher Program and Multifamily Housing Program (PBRA)
  • Knowledge of the principles and practices of budgeting and budget administration
  • Ability to manage multiple priorities and multiple demands to accomplish tasks in accordance with established requirements
  • Ability to write program narratives, budgets,statistical and other supporting data and tdevelop policy and procedure manuals for various programs
  • Ability to understand and fully utilize the agency's current software. This agency currently uses YARDI

Minimum Qualifications

Bachelor's degree in management, business administration, public administration, or related field, plus 5 years of progressively responsible experience in public housing, HCVP, Property Management or an equivalent combination of education and experience.


Other:     Valid Driving License; ability to be insured under the Authority’s vehicle policy; ability to travel as needed
